Pursuant to Coordinator Bylaw §3.C.iii, I, Dora Jay, as Changing Breeds Coordinator, do so propose the following. This proposal had the potential to autopass but it has been objected to and as such, does not currently have the ability to autopass.

This proposal has the support of the The Sovereign Tzimisce Coordinator and as such is considered a JOINT proposal.

This proposal does not include Grandfathering

Justification

Hi all!
 
This proposal is being presented because, by book, there is only one line of Revenant that is able to also be kinfolk.
 
Because that line is heavily restricted (see below)
Danislav - PC: 2/3 Majority Vote - NPC: Majority Vote - Coordinator: Tzimisce
 
...we believed that Revenant Kinfolk could stay notify as the approval would be covered in the 2/3rds vote process. 
 
However, because this is not as clear cut thing in the books as we thought it was and also because some games have differentiating viewpoints on this aspect of Garou / Tzim genre, we've seen some Revenants who are not part of the Danislav line in play. 
 
We do not feel this is something that should be left unchecked, especially given how potent some of the Kinfolk splat is, and thus we are asking Council to permit us to make it approval so we can ensure a solid balance of appropriate cross genre play in this aspect of cross genre-y goodness.
