I, Tony Mills, in my duties as Wraith Coordinator and Pursuant to Coordinator bylaw §3.C.iii, hereby propose the following addition to Character bylaw 10.n.i -Without Grandfathering-

 

Remove

2. Non-Wraith with Wraith Sect/Guild Lore 4 or higher - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Wraith

4. Wraith with Wraith Sect/Guild Lore 5+ - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Wraith

 

Add the entries below with current entries being moved down accordingly.

 

2. Guild Lore for non-members

 

   a. Great / High Guilds

Rational: This change first regulates specific lores in much the same way several clan or tribe lores are regulated and for similar reasons. If one is not a member of a guild, it's highest secrets should be unavailable without significant story, which should include oversight from the Wraith Coordinator's Office. The great and working guilds are the most common and visible. learning about those should be relatively easy by comparison to the Criminal and Forbidden Guilds which here are progressively more difficult to learn.
