[Administrative Proposal] Removal of Administrative Bylaw 7.E.ii, Duplication

I hereby propose the removal of the following in the Administrative Bylaws on Full Chronicle Membership:

"ii. Once admitted to OWBN as a Full Members, the chronicle shall be responsible for paying their quarterly membership donations, starting with the first full quarter after they are admitted to OWBN as a Full Membership Chronicle (See Section: 5 Financial Bylaws)."

1. Chronicles do not "pay" the Organization anymore.

2. This was a duplicate to point to the Financial Bylaws which were revised, and I'd rather remove redundancies in the Bylaws to keep them clear and clean... and just have new members review Administrative Bylaws Section 5, along with the rest of the Bylaws, just like everyone else.
