Separating powers by Modern Night v Dark Ages doesn't really apply here. Some of the DA combos have already been moved down by one level of regulation so that any member of the clan with teh approrpiate powers can learn them. It is more accurate to say Approval for non-Brujah or Approval for all.
After discussion with council I was convincved that Old Friend does not need to be regulated any further than to restrict it by Clan. It's a Brujah combo involving temporis and as is my normal policy, all temporis combos are equally available to Kairos as they are to True Brujah.
Jackhammer Punch is still quite powerful and thus regulated here as Approval for all. Suggested mechanics for these will be added to the current Brujah genre packet in keeping with current format. That will, of course be a separate prop (line item) if this one passes.
This proposal is submitted without grandfathering. Both of these combination powers are from Lore of the Bloodlines which was released less than three months ago. No character should have these powers yet per the bylaws. By submitting with no grandfathering, we are able to ensure that all characters are in compliance.
I'd like to thank council for the time that they took in discussing issues surrounding these two powers with me.
